The debian xtables package does not include the code present in the source
package that downloads the geoip database and correctly builds it into
country specific code.
While the "download" script is redundant with the geoip-database or
geoip-database-contrib packages (which provide, or download the geoip
database) the "build" script is not duplicated elsewhere in the debian
universe and should be part of this package as it does not conflict with
functionality elsewhere. It's necessary to actually make use of the
geoip functionality, since it is responsible for carving up and packaging
the monolithic geoip database into something the xtable modules can actually
use.
The script in question also depends upon the libtext-csv-xs-perl package in
order to run (run-depend, not a build depend).
