Drupal installs a cron in /etc/cron.d that runs every hour on the hour.
This cron script always fails with curl error 22. It correctly detects
the install path, but does not include a cron key, so Drupal returns a
(nicely layed out) 403. This 403 makes curl return 22, which causes the
cron to fail.
