in this version of mana, the skills menu-button is no longer on the 
screen. When called with F5, the skills menu does no longer list skills 
grouped by tabs, but instead a windows with no tabs and skills.

This looks server specific.
I am quoting the main developer of mana:

"It would have to be something related to the client data sent by the
germantmw server, since he observes a difference depending on the
server.

Probably the germantmw.de server's client data doesn't define any
skills, causing the skills window to get disabled on the client side."
