Justin B Rye pointed out in #659357 that there's no particular reason for
dbus (daemon and core tools for an IPC system) to be in the devel section,
and suggested admin instead. I've made that change in the package itself.

The stated purpose of admin doesn't really fit either, but it seems to be
where other miscellaneous system-level daemons go (PolicyKit, ConsoleKit,
rsyslogd, udisks). See #659357 for discussion.
