After this php-apc was still not enabled. I had to reload the webserver a
second time to get it to show up.

I can only assume it was because the setting up step was after the reload,
so apc was not enabled yet.

Hi,

php-apc doesn't have a post install script, so there aren't any triggers to
reload apache after the installation.
I'm guessing this was some kind of a broader installation and other
packages (e.g. libapache2-mod-php5) are the source of your messages and
apache reload.
