Transaction cut & paste, which used to work fine in previous versions
of GnuCash, now seems to fail systematically: cutting the transaction
works, but any attempt to paste it now produces the meaningless error
message "This transaction is already being edited in another register.
Please finish editing it there first."

Incidentally, even if this error message were justified (which it
isn't), it should at least (a)specify what "other register" is
concerned, and (b)offer the choice of aborting the edit supposedly in
progress.

I was able to reproduce your problem with version 2.2.9-10 (the version
in Debian stable), but not with version 1:2.4.10-1 (the version in
Debian testing/unstable).

This bug must therefore have been fixed by some interim release, hence I’m
closing this bug report.

Feel free to reopen if you disagree with my conclusions.

Note that if you are using Debian stable, you may want to try Debian
backports (http://backports.debian.org) which has GnuCash 2.4.4 (so it
may or not contain the fix, I did not check).

Best,
