The (relatively) new index files which contain extended descriptions used to contain only description translations and were called Translation-*. The system has now gone truly multilingual and English also has its description file... which is called Translation-en, even though it doesn't contain translations. Packages no longer contains English extended descriptions: http://lists.debian.org/debian-devel-announce/2012/01/msg00004.html starting with wheezy.

The description files should be renamed, perhaps to Descriptions-*. APT could start by looking for files with the new name first and only fallback to Translation-*.
