The ulatencyd service, that does start with sysvinit, does not start at
system boot with systemd.

The systemctl status says:

If, at this moment I manually restart it, it succeeds.

Cool thanks. That should hopefully solve the problem on next reboot.
But given that ulatencyd was enabled in sysvinit, systemd should have
read and started it?
