First, thanks for packaging websvn, it works very well.
Websvn installs a lot of files owend by www-data, including all of
/usr/share/websvn and /etc/websvn/svn_deb_conf.inc. This is quite an
unnecessary security risk.
/usr/share/websvn should never dynamically be modifyeable anyway, so
should be root:root. Any code that would otherwise attempt to write in
that directory should be patched to use /var/cache, /var/lib, or
similar.
Similarly /etc/websvn/svn_deb_conf.inc, it's www-data:www-data,
readable by all.
If by means of some vulnerability or simply by another user with access
to using public_html and executing php, that user can completely deface
the websvn site, replace it with random other code, so that only a
reinstall of this package can restore it. Debian policy also states that
package files should never be modified by maintainance scripts, and
files in the package should normally also not be modified in the course
of running the package, as all changes will be lost on package
reinstallation/upgrade.
If for some reason you need www-data only writeable files or www-data
only readeable, you can make it group readable or something like that.
