This is at least most unclear. How would the PHP interpreter be a
configuration known to be inherently insecure?

Again, not a bug report, but an opinion. The text is clear as it could be.
Closing the bug. If you want this text to be improved, send a patch.
If you want to nitpick, send an improved text and not just fill a bug report.
