Please provide /etc/modules.d so that package mainainer requiring a
module to be loaded can drop a file there (/etc/modules cannot be
modified by other packages per policy, obviously), rather than to
workaround it with an initscript to load modules.

This will better be handled by init systems, since systemd already 
implements this.
