groupadd requires the existance of /etc/login.defs, which is provided
by the login package. Therefore, login should be listed as a
dependency of passwd.
I am using Debian GNU/Linux 6.0.5, kernel 2.6.34-qtmoko and libc6
2.11.3-3.

login is tagged as Essential, so it is not needed to define dependencies
to it.
