Even though the file /etc/sysctl.d/10-ipv6-privacy.conf exists with the
following (default) contents:

net.ipv6.conf.all.use_tempaddr=2
net.ipv6.conf.default.use_tempaddr=2
net.ipv6.conf.eth0.use_tempaddr=2

privacy extensions are not turned on during boot. I am using a Debian
kernel which has ipv6 compiled into the kernel.
sysctl --system will turn them on once the system is booted.

Its to do with the IPv6 module and where that happens. A standard Debian
kernel doesn't have ipv6 in a module.
