staff_sudo_t is, different to staff_t, not allowed to execute
apt_exec_t. As staff_sudo_t describes the same user just with a
different uid, I would believe that both types have the same rights from
the MAC point of view.

This report was due to something else being broken.  Anyway it's all changed 
in that part of policy recently so this doesn't even apply to current source 
trees.
