Message filtering works fine if it runs while the messages are being
received. But if I select a local folder and choose "run filters on folder",
then nothing happens. No matter how I try to select the folder (selecting
it in the folder list, selecting one message within the folder, selecting
all messages within the folder, opening one message from within the folder,
opening (into a new window) the whole folder), the filters will not run.

your bug was reassigned to icedove. So it's time take a look at your bug
report again. ;)
Your described problem works since several versions of icedove, the
filtering works here on squeeze and wheezy as expected. I will close
your bug.
Feel free to reopen or open a new bug report if there are new problems
with icedove.
