with Apper Installer for opening in KDE, but local .deb installation is
not implemented in Apper yet (not implemented by the backend).

Found the "problem", I think. Please install the package "gdebi-core",
and you'll be fine.
The backend package used to recomment gdebi-core, but some people
didn't like that, so you need to manually take care of this now.
Aptcc uses gdebi-core to resolve local package dependencies.
