Steps to reproduce:
1) Install debian etch with 
ftp://ftp.fi.debian.org/debian-cd/current/i386/iso-cd/debian-40r1-i386-netinst.iso
2) Choose english language and finnish keyboard layout
3) Do not install desktop environment or any of the other tasks
4) When installation is complete, type "man ls"

Expected results:
4) Newly installed etch system shows the manual page of ls featuring
   backticks. Here's an example line:

--color[=WHEN]
              control whether color is used to distinguish file types.
WHEN may be `never', `always', or `auto'

Actual results:
4) The system shows manual page of ls but all occurences of backticks
   are shown as filled squares under linux console.

More info:
1) This bug is probably not in less but I could not figure out a
   better package to file it against. Please reassign if you know
   better.
2) env shows that after installation LANG is set to en_US.UTF-8. If I
   change this to "en_US" man ls shows backticks correctly.


Please let me know if you are unable to reproduce the bug. I'm happy
to provide more info.

I did a clean reinstall of debian wheezy and do not see the problem
anymore.
