The time found on the hardware is displayed above the question:
The hardware clock says the time is now <day> <month> <time>
  And the question is:
Is the hardware clock set to GMT?

This question is ok if the hardware clock is set to either local time=20
or GMT. But if it is completly wrong, people will answere <No> even=20
though they want to set the hardware clock to GMT and not local time.

The question should be more like:
Do you want the hardware clock to be set to GMT?

And then give the opportunity to change the clock.
