Sorry, I didn't look at the DBTS before I reported that bug.
1.

Build-Depends: debhelper (>= 4.1.16), flex-old | flex (<< 2.5.31), bison,
Build-Depends-Indep: debhelper (>= 3.0), docbook-utils, c2man

I think that debhelper (>= 3.0) in Build-Depends-Indep is surplus.

2. You use po2debconf, which is in po-debconf. So I guess, you should
add it to Build-Depends. Does there exist something like
Build-Suggest?

The architecture-independent documentation is now a separate source 
package, with its own build dependencies, so this bug no longer applies.
