I think version tracking is confused at bug #556913 [1].
The bug is marked as:
Found in versions exiv2/0.18.2-1, exiv2/0.20-2.1
Fixed in version exiv2/0.21-1
While in the end it thinks the bug is still present in unstable
(0.23-1).
I think the problem might be that after closing the bug, it was reported
to be found in 0.20-2.1. This is older than 0.21-1 where issue was
fixed, so it should not make any change on bug state, but it seems to
did.
Sorry if I misunderstood some functionality.

The problem here is that the upload of exiv2/0.20-2.1 was based upon
exiv2/0.21.1-1 instead of exiv2/0.20-2: changelog[1] version graph[2]
In general, you shouldn't include experimental changelog entries in
unstable uploads unless the unstable upload is based upon the
experimental changes. The primary reason why this matters is because
the BTS considers an uploaded source version to be based on the
immediately preceding source version in the changelog. So the 0.20-2.1
changelog entry should have immediately followed the 0.20-2 entry, and
the 0.21-1 and 0.21.1-1 entries probably shouldn't have been present.
In cases where this has gotten screwed up, you just mark the bug as
fixed and found in appropriate versions, as I've done above. [In all
cases, the version graph[2] can help you figure out what is going on;
it's what I used to track down what had happened here.]
