After selecting a printer on the printers page in the webinterface, the
screen shows a menu with options for Maintenance and Administration.

However, there is no submit button and the form does not work with
JavaScript disabled. In the corresponding template files
(/usr/share/cups/templates/*/printer.tmpl) there is a submit button:

The small amount of JavaScript used with the web interface is upstream's
choice, as is the colour scheme. It is not very likely they would want to
revert to the previous interface but you could ask
