This was already wrong processing of the mail to submit@, which I 
wanted to clean up:

Except that it didn't. The binary package 'gcc-mingw32' at version
'4.6.3-8+7' is built from the gcc-mingw-w64 source package which is at
version 7.

Thus, the bug is correctly marked as found in gcc-mingw-w64/7. (If you
look at the graph in the upper right hand corner of
http://bugs.debian.org/690148, you can see the source version graph of
gcc-mingw-w64.)
