When you say
If wish to report a bug to the bug tracking system that's already been
sent to the maintainer, you can use quiet@bugs. Bugs sent to
quiet@bugs will not be forwarded anywhere, only filed.
don't you mean nnn-quiet? Oh, I see. It will get the relevant
bug number from the Subject line. OK, remind them that they will need
nnn-quiet@bugs unless the bug number is in the subject line.
Indeed, nnn-quiet@bugs isn't explicitly mentioned in the whole
document yet.
Say explicitly also if quiet@bugs can be used for filing new bugs or not.

The contents of the doc-debian package were updated quite some time ago to
include the updated documentation from bugs.debian.org
