This should presumably read

Debian recommends aptitude to upgrade a system.

unless there is evidence that Debian recommends aptitude to install a
package, which seems unlikely.

This bug was fixed in an earlier version of the package, which was uploaded
quite some time ago. For some reason it did not get fixed automatically as
per the changelog:

      - say that aptitude is the preferred tool for *console* management
            (Closes: #418455)

Anyway, I'm fixing this bug in the BTS
