Sorry to revisit this, but this was just brought up on #debian-devel.

In sysvinit (initscripts), we were obliged to revert back to using
absolute links in this commit:

due to relative links not being compliant with Policy.  Kind of
annoying, since the relative links made it nicer for working in
chroots, but there are important reasons for the Policy requirement.

It was pointed out that base-files was inconsistent here--base-files
creates relative links, but these are subsequently changed to
absolute links on first boot, since the initscript mount-functions.sh
will "correct" such links.

It might be worthwhile for base-files to also revert back to absolute
links here as well.  Whether this will cause any breakage to e.g.
build chroots should be checked.
