There are two things why I thought this was a bug:

1. AFAIR the BTS did in the past add notes in the bug when Cc's to 
   addresses in X-Debbugs-Cc were sent. Was that changed, or am I 
   misremembering that?

2. My email didn't appear in the lists.alioth.debian.org archives
   (might be a problem on that side).

After getting answers it is clear the X-Debbugs-Cc did work,
and I'm therefore closing this bug.
