I recently discovered a free implementation for the RARv3 archive format:

Currently RARv2 archives can be extracted using unrar-free, and RARv3
archives require the unrar from non-free.
"The Unarchiver", and its 'unar' command-line utility, has a free
implementation to extract RARv3 archives.
Please consider using 'unar' to extract .rar archives :)
