Dear Maintainer,
While trying to install an inetd implamentation on Debian in a chroot
on an android system (to get around socket() permission issues) I was unable
to do so without pulling in perl. Not because any of the implamentations
actually use perl, but because of the deprecated script update-inetd.
Make it possible to install inetd (and not mini-inetd which only supports one
service) without installing a large interpreter (perl or python in this case).

update-inetd sucks, but it is not really deprecated.

No, because if you install an inetd daemon the update-inetd API must be
available (and major parts of Debian need perl anyway).
