scalapack no longer builds on sparc. see

for the last attempt. This is apparently a sparc toolchain issue, so in
the interests of getting scalapack 1.7-4 in woody it'll be being removed
from sparc. The appropriate people (BenC, ChrisC) have been told about
this, so hopefully you shouldn't have to do anything to get it fixed.
