s390 systems can never have a PCI bus, so pciutils are useless there.
See #639439.
Note that this will break some reverse-dependencies. But those
packages must already be broken on s390 anyway, or else those
dependencies should actually be recommendations.

s390 seems to grow PCI support at the moment[1]. So pciutils might actually
get useful in jessie.
