This was fixed in commit 59a8d6e6d76307c169171d74265732530ec3ca40, which
was part of NBD 3.0; however, I forgot to mark this bug as fixed then.
Doing so now.

Copyshops should do vouchers. So that next time some bureaucracy requires you
to mail a form in triplicate, you can mail it just once, add a voucher, and
save on postage.
