file is BSD licensed and makes an effort to remain consistently that
way, using Apache licensed magics would be compatible but undisred,
hence i do not like to include them (i'm not upstream, but carrying this
on forever in debian without ever being able to merge it upstream
doesn't makese sense either).

basic jpeg 2000 support is already present in file, so i don't see much
gain in keeping this bug open. if you want to make an effort on getting
the apache people to relicense their magics to BSD, please reopen the bug.
