kmod build-depends on perl, but perl is not used directly anywhere in
the kmod source package.  The build-dependency makes it difficult to
cross-build kmod in a multiarch-cross setup, which impedes bootstrapping
new ports such as arm64 since kmod is of course in the base system.  If
the build-dependency is removed, then kmod cross-builds cleanly and
automatically.

  * Drop unused build-dependency on perl, to simplify cross-building.
