Sorry for the extended delay (partially due to the freeze, partially due
to needing to get experimental's haskell in a good enough shape,
partially due to needing to find the time). It's uploaded to
experimental now. It won't be installable yet though, until
haskell-geniplate makes it into Debian after a manual review by the FTP
team.
