I rebuilt unbound in a clean sid chroot. In the resulting binary the
/etc/insserv.conf.d/unbound file had wrong permissions:

$ lintian unbound_1.4.10-1_i386.deb | head -n1
W: unbound: non-standard-file-perm etc/insserv.conf.d/unbound 0600 != 0644

i could not reproduce this in a clean sid schroot.

(sid-i386)root@zappa:/tmp/unbound# dpkg-deb -c unbound_1.4.20-1_i386.deb | grep 
insserv.conf.d/unbound
