With xserver-xfree86 4.2.1 on my 8-bit screen, xbanner now gives the
error message (at the top of the display):
XBanner MSG: # Couldn't alloc color #4 of 67
and I don't see any hint of a banner.

This isnt a bug.
This error occour, because you probably use a config of Xbanner that
are setting more color than X suports;.
You have your X configured to 8 bits, but Xbanner is trying to set a
banner that requires 16 bits,, for example.
You can use /etc/X11/app-defaults/XBanner as default configuration.
This configuration do not need more than 8 bits.
