To test extreme parallel builds the make -j9999 command should work. If
it is not posible to get that to work then it should print an error.
Either way it should work or fail, not hang.

Hi,

        Err, that does not happen on my machine.
for (( i=4000; i<9999; i=i+1 )); do echo $i; make -j$i; done
 ...
make: *** No targets specified and no makefile found. Stop.

__> make -j64000
make: *** No targets specified and no makefile found. Stop.

        Again, I think this is an issue on your local machine,
 somehow -- make has no internal restrictions on what the value of -j
 could be, as far as I can tell. Indeed, looking at strace, make is
 busy doing as directed -- and is probably running into buffer
 limitations on your machine.

        I do not see any evidence of a real make bug here.
