On a Wheezy system, I've tried to install redmine (2.3.1-1) and its
dependencies from sid, as well redmine-plugin-markdown
(2.0.1+git20130226-1) from sid too, in a single APT run:

Plugins in vendor/plugins (/usr/share/redmine/vendor/plugins) are no longer
allowed. Please, put your Redmine plugins in the `plugins` directory at the
root of your Redmine directory (/usr/share/redmine/plugins)

On the other hand, if I purge redmine-plugin-markdown, and the install
redmine (and its dependencies) only, with the same apt-get command
line as above (but removing redmine-plugin-markdown/unstable), then
the installation completes fine.
Perhaps this plugin or its packaging should be updated for Rails 3.x?
