Justification: renders package unusable

This is a bug in both xpp and iraf.  I am filing separate bug reports
against both packages.

The xpp and iraf packages both have a binary named `xpp' in the
/usr/bin directory.  These two binaries are not the same.  There is no
`Conflicts' stated for either package against each other so
dpkg/apt-get do not know they conflict and dpkg/apt-get fail when
trying to install xpp on a system that already has iraf installed:

Unpacking xpp (from .../archives/xpp_1.1-0.2_i386.deb) ...
dpkg: error processing /var/cache/apt/archives/xpp_1.1-0.2_i386.deb (--unpack):
 trying to overwrite `/usr/bin/xpp', which is also in package iraf
dpkg-deb: subprocess paste killed by signal (Broken pipe)
Errors were encountered while processing:
 /var/cache/apt/archives/xpp_1.1-0.2_i386.deb
E: Sub-process /usr/bin/dpkg returned an error code (1)

I have not tried the opposite, i.e., installing iraf on a system that
has xpp installed but given that no `Conflicts' exist this ought to
cause similar problems.

Some (long) time ago you filed this bug against the <package> package.
In the meantime the package has been removed [1], which is why this bug
