libzmq-dev is not currently available on kfreebsd-amd64, so
haskell-zeromq-haskell 0.8.3-1 only built because it pulled in
libxs-compat-libzmq-dev.  However:

  * Add a version constraint to the dependency on libzmq-dev to avoid pulling
    in libxs-compat-libzmq-dev
