pngcheck has "libpng12-0" in Depends in debian/control. As far as I can
tell, this shared library is not used by pngcheck at all. (And even if
it was used, then pngcheck should link to it, so that dpkg-shlibdeps
generates the dependency automatically.)
Similarly, the build-dependency on libpng-dev is not needed.
