I upgraded a server via apt-get dist-upgrade and CPAN broke.  The error 
occurs when CPAN downloads the repository index.  It appears to be in 
this package, or another perl/zlib package that cpan uses.

The workaround is:

1. apt-get clean
2. apt-get install --reinstall libcompress-zlib-perl

running cpan then works as expected.
