Hello,

could you please add to the depend line of your package the 'apache2' package.

If you have an clean system and install libapache2-mod-fcgid only apache2-common
is installed. So you don't have an working webserver after installing 
libapache2-mod-fcgid.

Other Apache 2 modules depends on apache2.
