I wasted about 45 minutes on this before I found the problem.
/etc/moin/moinmaster.py defines a sample value for "data_dir" and the
comment block above it tells the newbie admin he'll have to change it.
Trouble is, /etc/moin/farmconfig.py *also* defines data_dir.
Please choose one place or the other, or improve the comments to warn the
admin of peril.
