If the archive's version has a hash in the .dsc, and the version in
the dgit-repos suite branch is more recent, we erroneously bomb out
with an error message complaining that dgit-repos isn't
fast-forwarding.
This happens because in this case we skip the logic which compares the
version numbers of the versions in the archive and the dgit-repos
suite branch. In this case we should probably check whether
dgit-repos one is a descendant of the archive and if so simply fast
forward it.
