It seems that the mentioned sung bitmap font is not available, while the arphic fonts are widely available and packaged for at least Debian and Ubuntu (and for sure for many others, too). Do you see any other problems with the approach taken below? Would it be possible to include this in a new release of ucs? (For Debian/Ubuntu:) I guess if we get a positive answer I will patch this into the current TeX Live packages. Hopefully it will be fixed upstream, too.
