the starlink-ast packages are currently listed as "extra" which is a
mistake. They all should be "optional":
libstarlink-ast-dev optional libdevel
libstarlink-ast-doc optional doc
libstarlink-ast0 optional libs
libstarlink-ast-err0 optional libs
libstarlink-ast-grf3d0 optional libs
The current "testing" upload already has this fixed in the .deb.
