I'm not quite if this is RC. Probably not.
Looking at libdbd-firebird-perl build logs on armhf, for instance

So firebird2.5-super fails to install if there's a local policy-rc.d
layer that prevents the server from starting. This happens to be the
case in chroots created with 'sbuild-createchroot', which seems to
include at least all the armhf buildd ones.
I'm not sure if this affects other architecture buildds too: AFAICS
they have built libdbd-firebird-perl before the related change in
firebird2.5.
