How to reproduce:
       
1.  Open up an xterm
2.  run "xemacs -nw"
3.  Create a second frame (with C-x 5 2)
4.  Resize the xterm
5.  Switch frames (with C-x 5 o)

xemacs will now think the screen resolution is 2x3. You can resize
xterm to straighten it out, but if you switch frames you're back to
2x3.

To fix this, close all but one frame (C-x 5 0) and resize your
xterm, or simply create a new fram (C-x 5 2).  You can now create
new frames again and switch between them without any problems.
