After editing files for a little while, small scrollbars appear at random
positions in the XEmacs window. See for example

The positions are different every time. They respond to the mouse (highlight
when under the pointer, etc) but seem to do nothing to the editor.
Pressing C-h c then clicking them does nothing. Toggling scrollbars
in the Options menu removes the vertical scrollbar, but not the two small ones.
Switching buffers and similar actions does not seem to get rid of them.
They're not present in a new frame.
Very strange.
